The Mendocino Coast Recreation and Parks District (MCRPD), 300 S Lincoln Street, Fort Bragg, CA 95437 is the Lead Agency under the California Environmental Quality Act (CEQA) for the Fort Bragg Off-Highway Vehicle (OHV) Park Project Programmatic Environmental Impact Report (EIR). The purpose of this notice is to request comments on the scope and content of the environmental review the OHMVR Division will conduct on the project.

Project Description: MCRPD proposes to create a formal off-highway motor vehicle recreation park located off Fort Bragg – Willits Road (State Route 20) in Fort Bragg, California. The 586-acre site is a former timber harvest area and has existing logging roads and skid trails. MCRPD presently manages the property for non-motorized recreation including hiking, biking, and equestrian uses. MCRPD proposes to develop a trail network using existing logging roads and skid trails, a parking unloading area, a safety training course, and perhaps a small MX track for children. Separate trails would be designated for equestrians.

The EIR is being prepared at a programmatic level because the project design details and a full evaluation of the environmental constraints are not known at this time. A detailed development plan for the park will be prepared after the EIR is completed. The development plan may require additional CEQA compliance depending on the final placement of recreational facilities. An economic feasibility plan is being prepared concurrently with the EIR.

The proposed project may have direct and or indirect impacts on air quality, biological resources, geological and soil resources, hydrological resources and water quality, cultural resources, and noise. Other environmental issues may not apply due to the absence of a resource or the nature of the project site (e.g., mineral resources, and population/housing). The final scope of impact analyses conducted for the EIR will be dependent upon the outcomes of the NOP public review process.
