The competition and leisure pool basins at the C.V. Starr Community Center in Fort Bragg needs major rehabilitation. Both pools are in very poor condition and have been extensively patched for the last several years.

The scope of the repair project includes the rehabilitation, removal and replacement of the plaster in the competition pool, leisure pool and lazy river. The work includes the installation of new pool finishes and the addition of four cup anchors to attach lane lines for segmentation of the leisure pool during swim lessons. The total budget for this work is $350,000 and was authorized to be funded by the CV Starr Capital Repair & Equipment Reserve.

In October of 2018, this same project was publicized for a competitive bid process and unfortunately no bids were received and resulted in the project being rescheduled for the following year. This year, thirteen businesses and six bid Plan Room companies were contacted after the advertisement for a second bid was sent out. The second attempt was found to be fruitful, providing a turnout of four bidders. Bids were scheduled to be opened on Wednesday, August 21, 2019, at 2:00 p.m. by the City of Fort Bragg staff.  The following four bids were received, while three of the four bids were considered by staff to be responsive; including Adams Pool Solutions, Burkett’s Pool Plastering Inc. and Condor, Inc.

Earl Adams Tile-Coping & Plastering, Inc. dba Adams Pool Solutions provided the lowest bid of $237,500 and has been in the swimming pool business for over 40 years, completing similar swimming pool reconstruction work and new pool installations.

On September 9, 2019 at a regular meeting of the City of Fort Bragg, City Council, the Assistant Director of Public Works presented a staff report on the CV Starr Community Pool Basin Project and responded to questions from the City Council about the contractor, their experience and the equipment to be used for the project. A brief discussion was held regarding the project and the time period scheduled for the job. A motion was made by Councilmember Albin-Smith, seconded by Councilmember Morsell-Haye, that this Resolution be adopted. The motion was carried unanimously by the City Council. City Council adopted a resolution Authorizing the City Manager to execute a contract with Earl Adams Tile-Coping & Plastering, Inc. dba Adams Pool Solutions in an amount not to exceed $237,500.00.

The project is scheduled to begin on November 22nd, 2019. Both pools are expected to be closed for a period of approximately six weeks with an anticipated reopen date of January 1st, 2020. During this period, all areas of the facility will remain open with the exception of the natatorium. CV Starr staff invites everyone to continue utilizing the other half of the CV Starr Center which includes; the multi-purpose rooms, locker rooms, spin room, dance room and weight room with a full schedule of fitness and enrichment programs.
