MCRPD Recreation Services Grant Program
The Mendocino Coast Recreation and Park District (District) has appropriated funding in the
FY2021-2022 budget for the Recreation Services Grant Program to support community-based recreation services or enrichment opportunities and is now accepting completed grant applications. These activities must align with the District’s mission and vision and further the goals of our strategic plan. Recreation Services Grants are limited to a maximum of $2,500.
MCRPD Mission Statement
To provide opportunities on the Mendocino Coast that promote physical and mental well-being for everyone, through active play, community enrichment, programs and events.
Grant Purpose and Eligibility
The purpose of the MCRPD Recreation Services Grant Program is to provide funding support to assist non-profit organizations that are based within the jurisdictional boundaries of the Mendocino Recreation and Park District, as means of furthering the overall mission of the District.
Applications for the FY 2021-2022 Recreation Services Grant Program will be accepted until
June 3, 2022 at 5:00 p.m. Responsive grant applications will be reviewed at the Regular MCRPD Board of Directors Meeting scheduled for Wednesday, June 15, 2022 at 5:30 p.m. The applications can be obtained on-line at https://www.mendocoastrec.org. Applicants are encouraged to contact District staff to discuss the proposed request prior to submission.

C.V. STARR COMMUNITY CENTER PLANS FOR EXTENDED CLOSURE
The C.V. Starr Community Center (Center) closed on March 17, 2020 when the Mendocino County Public Health Officer issued the advisory shelter-in-place order and has remained closed since. The Center is owned by the City of Fort Bragg and operated by the Mendocino Coast Recreation & Parks District (MCRPD). For both safety and financial reasons, both the MCRPD Board and the Fort Bragg City Council do not anticipate that the Center will reopen before January 1, 2021.
Even if the Center was allowed to reopen this summer under the Health Officer’s revised orders, we do not expect the dedicated half-cent City of Fort Bragg sales tax revenues, which make up nearly half of all revenues, to come close to supporting the operating costs, particularly if admissions and rental fees are slow to rebound. Initial projections estimated that the Center would operate at an average loss of $70k a month for at least the first six months. According to Vice Mayor Bernie Norvell, “the already reduced operating reserve simply cannot make up the difference.”
The admission and rental revenues generated from the Center’s activities account for 35-40% of the revenue necessary to support the Center. The half-cent sales tax accounts for 45-50% of the revenue and the property tax contributes the remaining 10-15%. The City’s sales tax revenue has been hit hard by the shelter-in-place economic shut down. Preliminary projections estimate a 60% decrease in 2020 second quarter sales tax and a 44% decrease in projected FY 20-21 sales tax revenues.
The MCRPD Board has already had to furlough and lay off staff at the Center and the City Council was forced to reduce staffing at the City through a combination of layoffs and partial furloughs. Neither the MCRPD Board or the City Council take this action lightly and understand the hardship on those in our community who rely on the pool and the facility for safe regular exercise.
The MCRPD Board and City Council will continue to regularly review and revise financial projections to determine the earliest it is safe and financially viable to reopen the Center.

El Centro Comunitario CV Starr cerró el 17 de marzo del 2020 cuando la Oficial de Salud Pública del Condado de Mendocino emitió la orden de refugio en el hogar y ha permanecido cerrado desde entonces. El Centro Comunitario es propiedad de la Ciudad de Fort Bragg y es manejado por el Distrito de Recreación y Parques de la Costa de Mendocino (MCRPD). Por razones de seguridad y financieras, tanto La Mesa Directiva de MCRPD como el Consejo del Municipio de Fort Bragg, no anticipan que el Centro vuelva a abrir antes del 1 de enero del 2021.
Incluso, si se permitiera la reapertura del Centro para este verano bajo las órdenes revisadas de la Oficial de Salud, no esperamos que los ingresos por impuestos a las ventas de medio centavo dedicados a la Ciudad de Fort Bragg, que representan casi la mitad de todos los ingresos, llegaran a apoyar la operación en costos, particularmente, si el costo de admisión y tarifas de alquiler tardan en recuperarse. Ni la Mesa Directiva de MCRPD ni el Consejo de la Ciudad toman esta acción a la ligera y entienden las dificultades de aquellos en nuestra comunidad que dependen en la piscina y instalaciones para hacer ejercicio regularmente de manera segura.
La Mesa Directiva de MCRPD y el Concejo Municipal continuarán revisando regularmente las proyecciones financieras para determinar lo antes posible que sea seguro y financieramente viable reabrir el Centro.

As a result of the threat of COVID-19 and in an effort to comply with the State of California, Executive Order N-25-20 of March 4, 2020, which proclaimed a State of Emergency to exist in California, the Mendocino Coast Recreation and Park District had moved forward to suspend all operations starting March 17, 2020.
While Shelter in Place is in effect, the District will continue to monitor official public health statements and closely adhere to all directives provided by Federal, State and local authorities to help stem the spread of COVID-19.
MCRPD has extended the suspension of all MCRPD operations until further notice.
Facilities included in this closure are as follows:

- Skate Park
- Local Motion Studio
- Programs held on FBUSD Property
- Programs held on City of Fort Bragg Property
